(1) Vendor needs to provide public AI innovation challenge services.– Each selected team will assign qualified technical personnel, which may include forward–deployed AI engineer(s), solution engineer(s), implementation engineer(s), applied AI specialist(s), or personnel performing comparable functions, to work directly with designated City• Observe and document current QCR and residential review workflows• Translate approved City source materials into testable system requirements• Configure prompts, rules, retrieval methods, models, integrations, and output formats• Test the solution with City–provided materials and review errors with staff• Identify conditions in which the system should defer to staff• Document data flows, security controls, third–party services, and dependencies• Train designated City staff to use and evaluate the prototype• Maintain a configuration, issue, and decision log• Workflow and user–needs summary: current process, affected roles, decision points, recurring problems, verification needs, conditions requiring City judgment• Configured prototype: working solution configured for the defined QCR and residential review use cases• Requirements traceability matrix: tested functions connected to applicable Information Bulletins and City–provided requirements(2) A pre–bid meeting will be held on September 15, 2026.(3) All questions must be submitted no later than September 15, 2026.
