DRA-11466 - USA (Colorado) - Aquatics Center Feasibility Study Service - Deadline September 30,2026

(1) Vendor needs to provide aquatics center feasibility study service to the government authority located in Colorado. – Provide Feasibility Study to establish a comprehensive, community–informed analysis to determine the viability of a new aquatics center.– Market and Needs Analysis- Evaluate the local market, including a demographic analysis of the agency service area and current aquatic trends.- Analyze existing alternative aquatic providers (both public and private) within the region to identify service gaps and avoid duplication of services.- Assess current District pool usage, capacity constraints, and programming demands.– Site Analysis & Selection- Evaluate District–owned site for the facility addition to the current recreation center.- Assess site constraints, zoning, traffic impacts, utilities, and parking requirements.– Conceptual Design & Amenities- Develop alternative conceptual site plans, floor plans, and renderings for the proposed facility.- Explore a mix of aquatic components based on community demand, which may include lap pools, zero–depth entry play features, lazy rivers, sauna, and spectator seating, as well as necessary support spaces (locker rooms, staff offices, classroom, etc.).– Financial and Operational Analysis- Provide maintenance and operations projections, estimating annual operating expenses, staffing models, and projected revenues.- Identify detailed capital improvement costs and potential phased implementation schedules.- Provide funding alternatives consistent with Colorado law, including grants, partnerships, and lawful financing mechanisms.(2) All the questions must be submitted no later than September 15, 2026.
