(1) Vendor needs to provide graphic novella development services.– Develop a graphic novella (comic–style publication) that illustrates how residents experience flooding, climate resilience planning and the voluntary flood buyout program.– Produce a visually compelling, research grounded graphic novella.– Illustrate how individuals living in flood and other climate impacted areas navigate climate impacts, risk assessment, and community resilience conversations.– Highlight emotional, cultural, and practical considerations faced by residents, including attachment to place and long–term uncertainty.– Communicate buyout policy information in a clear, human–centered way accessible to broad audiences.– Concept Development– Scriptwriting and Storyboarding– Review, Edits and Revisions– Art Production(2) The contract period will be for one year.
