(1) Vendor needs to provide morgue and medical examiner facility alternatives study services to the government authority located in Kingston, NY.– Existing Conditions and Operational Assessment: – The Consultant shall assess existing morgue and Medical Examiner operations, including staffing, caseload, workflows, decedent transportation and intake, examinations, storage, evidence and records handling, decedent release, security, staff support, and interactions with families and the public.– Needs Assessment and Demand ForecastingThe Consultant shall review available historical workload and caseload information and forecast demand over five–, ten–, and twenty–year planning horizons. The analysis shall translate projected workload into capacity requirements for decedent intake, examinations, refrigerated and specialized storage, evidence, records, staffing, vehicles, equipment, and support functions.– Functional and Space ProgramThe core program shall address secure decedent receiving and release; vehicle access and a sally port; intake and processing; standard, bariatric, and overflow refrigerated storage; autopsy and external–examination capacity; infection control precautions; specimen processing; photography; instrument cleaning and sterilization; evidence intake and storage; staff and family functions; and related building support.
