EXTRA-73207 - USA (San Bernardino, California) - Job Order Contracting Consultant Services - Deadline August 6,2026

(1) Vendor needs to provide job order contracting consultant services to the government authority located in San Bernardino, CA.– Program development includes reviewing and assessing County needs to determine the size of the program and, in conjunction with County staff, developing execution procedures that will be used to implement and administer the Program.– System Ownership, Data Rights, and TransitionThe Consultant shall provide an existing, commercially available JOC management system.The County does not intend for the Consultant to develop a custom software solution– Data OwnershipAll data entered into, uploaded to, generated by, or exported from the system in connection with County use shall remain the sole property of the County– Data Access and ExportThe Consultant shall provide the County with the ability to export data at any time, uponrequest, in a non–proprietary, industry–standard format, including but not limited to CSV, Excel,or other formats compatible with County systems.– System Type & Licensing DisclosureThe Proposer shall clearly identify whether the system is Software–as–a–Service (SaaS), hosted, cloud–based, or otherwise deployed, and shall disclose all licensing terms, user limitations, storage limitations, and any additional costs associated with system use.– Automated Job Order Contracting SystemThe JOC Consultant shall provide the County a comprehensive Internet–based JOC management information and support system. The system must be compatible with the Windows operating system for personal computers. Ability to interface with SAP , Project Management Information System (PMIS), and integrate Artificial Intelligence (AI) Technology for automizations highly desirable.(2) All question must be submitted no later than July 27, 2026.
