(1) Vendor needs to provide labor and employment legal services to the government authority located in Fountain Valley, CA. – Provide legal opinions, advice, assistance, and consultation to the agency attorney, agency manager, human resources department, and agency department heads on all matters relating to public–sector labor and employment law.– Represent and advise the city in labor negotiations and meet–and–confer proceedings with all recognized employee organizations and bargaining units, including preparation of proposals, counterproposals, and memoranda of understanding.– Advise on and assist with employee discipline, including investigations, skelly hearings, disciplinary appeals, and administrative hearings, and represent the agency in related arbitrations.– Conduct or oversee workplace investigations involving harassment, discrimination, retaliation, and other misconduct complaints, and advise on appropriate corrective action.– Advise on recruitment, hiring, classification, and compensation matters, including compliance with and other pension–related employment law requirements.– Review, draft, and update personnel rules, administrative policies, job descriptions, and employment–related agreements.– Advise on workers' compensation coordination as it intersects with leave, accommodation, and return–to–work obligations.– Monitor pending and current state and federal legislation, regulations, and court decisions affecting public employment, and provide written updates on those with the potential to affect the, along with suggested actions or changes in operations or procedures to assure compliance.– Promptly respond to calls, emails, and correspondence from agency officials and staff.(2) All the questions must be submitted no later than September 28, 2026.(3) The contract period will be for three years.
