(1) Vendor needs to provide electronic home monitoring services to the government authority located in Shakopee, MN.– program allows selected clients to serve their term of incarceration in their home, reserving costly jail space for more dangerous clients.– Clients are referred by the court for programming, most often in lieu of a jail term.– Further screening of potential participants is conducted by program intake staff to assure that clients meet eligibility criteria.– Clients’ presence or absence at the monitoring site is determined through the use of specialized, computer assisted equipment designed to actively report the client’s presence through radio frequencies transmitted to a base unit placed in the monitoring client's home or GPS. – These systems are enhanced to include alcohol monitoring equipment which will provide periodic alcohol analysis reports to further ensure compliance with program rules or court conditions.– GPS devices will be used for clients’ restricted to or from locations for public safety concerns.– Monitoring equipment requirements:– Program requires access to active monitoring devices with option of including alcohol monitoring equipment.– Program requires access to electronic alcohol monitoring devices.– Access to Global Positioning Systems, (GPS), equipment and monitoring.– Responsibility for keeping monitoring equipment available with up–to–date service/maintenance for approximately 120 clients per day.(2) All the questions must be submitted no later than October 30, 2026.(3) The contract period will be for two years.
