(1) Vendor needs to provide independent evaluation services to provide evaluation, data collection, reporting, and technical assistance services for multiple state and federal grant–funded public safety initiatives to the government authority located in Vallejo, CA.– Establishing data collection methodologies and performance tracking systems;– Conducting process and outcome evaluations;– Monitoring fidelity to evidence–based and grant–required program models;– Reviewing implementation progress and identifying barriers– Develop and/or refine a comprehensive Local Evaluation Plan aligned with requirements;– Design data collection protocols, participant tracking systems, and outcome measurement tools;– Conduct process and outcome evaluations for all major project components;– Assess implementation fidelity for evidence–based violence intervention models;– Monitor program progress toward violence reduction and stabilization outcomes;– Conduct stakeholder interviews, focus groups, and participant surveys, as appropriate;– Analyze operational– and systems–level impacts;– Conduct process evaluations and implementation reviews;– Assist with stakeholder and participant feedback collection.(2) All question must be submitted no later than July 8, 2026.
