(1) Vendor needs to provide strategic plan development services.1. Discovery, assessment and landscape analysis:– Review relevant organizational materials, including strategic plans, work plans, program evaluations, research, communications, fundraising materials, and other internal documents from the national and state offices.– Conduct landscape analysis to identify philanthropic trends, emerging funding opportunities, and alignment between strategic priorities and the interests of current and prospective funders.2. DEI and racial equity integration:– Evaluating how national and state strategies advance educational justice for students of color and students from low–income backgrounds.– Ensuring intentional representation of communities most affected by educational inequity across multiple states, with attention to regional differences.– Applying racial equity lens to capacity, structure, decision–making, and resource allocation across national and state offices.3. Stakeholder engagement and facilitation:– Design and implement an inclusive and comprehensive stakeholder engagement strategy that incorporates input from staff across national and state offices throughout all phases of the strategic planning process—from initial discovery and assessment through strategy development and finalization.– Facilitate strategic planning sessions with national leadership and with each state office, ensuring discussions reflect their local policy, political, and community contexts.4. Strategy development:– Develop/propose strategic pillars reflecting a unified national strategy with clear articulation of state–level contributions.5. Communications, messaging and design:– Craft messaging for external audiences, especially funders, that communicates national direction and the role of each state office based on strategic plan.– Produce a visually compelling, designed external communications plan aligned with brand guidelines.
