THE UNITED REPUBLIC OF TANZANIA PRIME MINISTER’S OFFICE REGIONAL ADMINISTRATION AND LOCAL GOVERNMENT DAR ES SALAAM METROPOLITAN DEVELOPMENT PROJECT - PHASE 2 (DMDP 2) IDA CREDIT NO. 7478-TZ TENDER NO. ME56/WB-DMDPII/P180298/2025/2026/C/01 FOR PROVISION OF CONSULTANCY SERVICES FOR SERVICE IMPROVEMENT PLANS FOR MUNICIPAL INFRASTRUCTURE AND PUBLIC FACILITIES IN DAR ES SALAAM UNDER DMDP 2 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) 1. This request for expressions of interest follows the General Procurement Notice for the Dar es Salaam Metropolitan Development Project - Phase 2 (DMDP 2) that appeared in the United Nations Development Business (UNDB) online Notice No. OP00277705 of March 6, 2024. 2. The Government of the United Republic of Tanzania has received a credit from the International Development Association (IDA) toward the cost of the Dar es Salaam Metropolitan Development Project – Phase 2 (DMDP 2), implemented by the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG) in collaboration with the Dar es Salaam Local Authorities. Part of the proceeds of this financing will be applied to eligible payments under the contract for the Provision of Consultancy Services for Service Improvement Plans (SIPs) for Municipal Infrastructure and Public Facilities in Dar es Salaam under DMDP 2. 3. The overall objective is to support PMO-RALG and the Dar es Salaam Local Authorities in the preparation, adoption, and implementation of Service Improvement Plans for key municipal infrastructure and public facilities in Dar es Salaam, with a view to improving coverage, quality, cost-effectiveness, operation and maintenance, asset management, and institutional performance in the targeted sectors under DMDP 2. 4. The specific objectives of this assignment are to: (i) Assess current service delivery and operation and maintenance arrangements for each targeted sector in each of the 5 Dar es Salaam Local Authorities (DLAs); (ii) Draft an updated Services Framework for each sector (excluding solid waste management services framework which will be prepared under a separate assignment); (iii) Assess options and feasibility of administration, operational, and financial models for the Services Framework based on a detailed technical, institutional/legal, and cost of service assessment; (iv) Develop Service Improvement Plans for the 5 DLAs, including a Services Framework and Service Delivery System for the targeted sectors listed in Table 1, (excluding solid waste management services planning which are being addressed under a separate assignment); (v) Develop enabling documents for the Service Improvement Plans, including legal documents, revenue collection systems, standard operating procedures, coordination protocols, communications plan, and information management plan; (vi) Developing Terms of Reference (TORs) for preparing equipment specifications to support the Service Improvement Plans; (vii) Provide advisory, monitoring, and institutional strengthening support to DLAs for effective implementation of the Service Improvement Plans, including oversight of legal reforms, structured capacity-building programs, performance monitoring systems, and institutional change management processes as well as monitor and assess the effectiveness of capacity-building interventions and recommend corrective measures during implementation; (viii) Develop a structured Training and Capacity Development Framework, including modular training materials and a potential Training-of-Trainers approach in collaboration with national institutions such as the Local Government Training Institute (LGTI), to ensure sustainability beyond the assignment period; and (ix) Work jointly with the DLAs to achieve the targets defined by performance indicators. 5. The assignment will be implemented in two phases: Phase 1 will comprise inception, baseline data collection, assessment of current service delivery and O&M systems, preparation of the updated Services Frameworks, options and feasibility analysis, detailed SIPs, procurement documents, and enabling documents; and Phase 2 will comprise technical advisory support for SIP adoption and implementation, procurement support, monitoring and reporting, capacity-building oversight, change management support, performance review, learning and sustainability outputs, and final document and data handover. 6. The Permanent Secretary, PMO-RALG, now invites eligible consulting firms to indicate their interest in providing the above services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are: (a) Type of core business and at least 10 years in relevant business; (b) Relevant similar experience, which should specifically include the following: (i) Experience in similar assignments - information to be provided should include the name of the assignments, the names and full contact addresses of the clients, the contract value (in equivalent US dollars), the period (month/year) of execution of the assignments, and the role played in the assignments (Lead or JV Partner); (ii) Demonstration of experience working in similar conditions; and (c) The firm's technical and managerial capability (provide only the organizational structure, and the general qualifications, field of expertise and number of key personnel). Do not provide the CVs of the staff. Experts will not be evaluated at the shortlisting stage. Consultants may associate with other firms to enhance their qualifications, but they should indicate clearly whether the association is in the form of a Joint Venture (JV) and/or a Sub-Consultant. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Therefore, each member of the JV shall independently meet the requirements of the evaluation criteria. The experience, technical & managerial capability of the sub-consultant shall not be evaluated to enhance the qualification of the Lead Firm or JV. Consultants shall not use the Affiliate Member's Managerial, Technical or Experience Capabilities to enhance their qualifications. 8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 9. A consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations. 10. Expression of Interest marked: “EXPRESSION OF INTEREST FOR THE PROVISION OF CONSULTANCY SERVICES FOR CONSULTANCY SERVICES FOR SERVICE IMPROVEMENT PLANS FOR MUNICIPAL INFRASTRUCTURE AND PUBLIC FACILITIES IN DAR ES SALAAM UNDER DMDP 2” should be delivered in a written form to the Secretary, Ministerial Tender Board, Prime Minister’s Office, Regional Administration and Local Government (PMO-RALG), CDA Road, Sokoine House, Wing A, Second Floor, Office of the Procurement Management Unit (PMU), Room No. 133, P.O.
