Construction of Tradition Pkwy and Village Pkwy Intersection Improvements

Pursuant to the Port St. Lucie City Code of Ordinance 35.07, this electronic Invitation for Bids (IFB) is being issued to establish a contract with a qualified proposer who will provide Project Title to the City of Port St. Lucie (hereinafter, “City”) as further described in this IFB. The City of Port St. Lucie (City) requires Construction Services for the construction of roadway improvements at the intersection of Tradition Parkway and Village Parkway within the City of Port St. Lucie. The roadway improvements are described in the project plan set prepared by DRMP entitled “City of Port St. Lucie Contract Plans Tradition & Village Pkwy”. The project includes roadway, intersection, and multimodal enhancements necessary to support the final lane configurations, operational improvements, and safety features shown in the approved design plans. Work generally consists of pavement resurfacing and widening, installation of curb and gutter, concrete separators, sidewalk and pedestrian facility reconstruction, transit‑related improvements, driveway adjustments, drainage modifications, grading, and other associated civil construction tasks required to implement the planned intersection geometry. The project also incorporates features to improve pedestrian and bicyclist safety, including reconstructed crosswalks, curb ramps, and other elements consistent with protected‑intersection concepts presented in the design including public feedback. Additional work includes temporary traffic control, stormwater management measures, permitting activities, signing and pavement marking improvements, and roadway lighting adjustments to accommodate the new configuration and resolve conflicts with existing equipment. Signal‑related work will include installation of conduit, pull boxes, and other infrastructure required to support the traffic signal improvements, along with coordination with the City’s signal contractor regarding locations, phasing, and scheduling of signalization components. The Contractor shall become fully familiar with all bid documents and shall complete all work necessary to construct the project as designed. The Contractor is responsible for providing all labor, materials, equipment, tools, transportation, and incidentals required to deliver the project in accordance with the Contract Plans, Specifications, Standards, and Special Provisions. The Contractor shall coordinate with City staff, CEI personnel, utility owners, and adjacent property stakeholders as needed to support smooth execution of the Work. The City’s Project Manager will be informed of any significant omissions, substitutions, defects, and deficiencies noted in the work of the Construction Contractor and all corrective actions taken. In addition, the Consultant shall provide administrative support to the City.
