Medical Stop Loss Insurance

Mesa Public Schools has approximately 6,000 benefit eligible employees and currently provides medical benefits to approximately 5,100 employees. The self-funded medical program, administered by Cigna, offers three different PPO plan designs, an EPO and two HDHP plans. A complete copy of the District’s Plan Document can be found in Attachment H. In addition to the medical networks, Cigna provides the full scope of administrative services. These services include claims administration, utilization review, prescription drug network, and behavioral health services. Stop loss coverage has been provided by HCC (previously AIG) through Stealth Partner Group for the past 5 years. It is required that pre-existing condition limitations be waived for all enrolled employees and dependents. Should a change in carriers be made, no employees and dependents will suffer a loss of benefits by virtue of the change in carriers. Segal Consulting provides health and welfare benefits consulting services to the District, and has been retained to facilitate this request for proposals in addition to the proposal analysis and evaluations. Segal Consulting is compensated through a consulting fee, therefore, or purposes of determining final rates all proposals should be submitted net of commissions.
