(1) Vendor needs to provide juvenile justice system enhancement strategy initiative service.• Build the capacity of the juvenile justice system to better achieve its balanced and restorative justice mission through quality implementation of evidence–based practices and programs.• Increased use of evidence–based programs and practices, implemented with fidelity, at every stage of the juvenile justice process;• Implement Fundamental Fairness strategies at every stage of the juvenile justice system;• Improving the quality of decisions, services, and programs• Implement strategies to support improved family engagement.• Enhanced data collection and outcomes development.• Develop and implement a schedule of validation/re–validation of any assessment that is used within the juvenile justice system.• Reduced use of secure detention and out–of–home placements;• Reduced Racial and Ethnic Disparities;• Enhanced coordination, communication, and information sharing among state and local criminal justice stakeholders;• Increased probation completion rates and decreased probation violation rates; and• Promotion of delinquency prevention
