The objective of the consultancy (“the Services”) is to engage Technical Consultants to provide specialized engineering, advisory and supervision support to the PIU housed in HPPWD Shimla for the effective delivery of the READY-HP Project. The Technical Consultant will be responsible for(i) overall project management of the buildings and emergency shelters investments, (ii) preparing Detailed Project Reports (DPRs) for the major maintenance, strengthening, rehabilitation, retrofitting, and reconstruction of damaged buildings, (iii) design and supervision of new buildings and emergency shelters and (iv) providing end-to-end technical assistance throughout the project lifecycle. The duration of the services will be 48 months with (i) DPR preparation, environmental and social assessments (ESAs) and commensurate mitigation plans, and associated studies (to be delivered in the first 12 months) and other scope as per TORs(ii) construction supervision support (months 13– 48, however, this timeline is indicative and supervision support could start earlier in case of early award of civil works contracts),and (iii) project management services, including carry out training and capacity building as per agreed annual roaster (throughout the 48 months of contract duration). The Himachal Pradesh Public Works Department (HPPWD) invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services described in EOI. Interested Consultants should provide information demonstrating that they fulfill the below-mentioned qualifications and relevant experience to perform the Services: - Shortlisting criteria are as under : - Sl. No. Eligibility Criteria Evaluation Parameters Supporting Documents to be submitted / Remarks 1 Experience of the Firm (i) Minimum 10 years’ experience in consultancy services in India in World Bank assisted projects or other State/Central/Multilateral Financial Institution funded projects. Brief organization profile, including year of establishment. List of relevant assignments over the last 5 years, including project title, duration, scope, contract value (firm’s share), client reference, and supporting documentation. Valid PAN, GST, and organization registration certificates. (ii) Experience in preparation of DPRs for Building / Emergency Shelter projects, including providing Architectural Design, Structural Design, Building Services, Technical Advisory, Supervision services with government agencies at the National or State level, public sector. Minimum 3projects in the last 5 years . Among these, at least: (a) Have completed one DPR of projects funded by the World Bank or any multilateral/bilateral agencies or national and state level agencies or the public sector for Building/Shelter works each of consultancy value > Rs 100 lakhs. (b) Have completed one DPR of projects in rehabilitation, retrofitting and reconstruction of consultancy in buildings/emergency shelters value > Rs. 50lakhs. (c) Have completed one DPRs of projects executed in hilly terrain for buildings, each of consultancy value > Rs. 25 lakhs. 2 Staff Experience and Qualifications Demonstrate capacity to deploy a qualified multidisciplinary team comprising experts in structural design (new building construction and retrofitting), geotechnical engineering, construction management, environment and social management and project management for this assignment as detailed in ToRs. The Proposed Team of experts shall preferably have experience with Multilateral Development Bank /World Bank-funded projects as stated in the ToRs. Confirmation of availability of Team Leader + Key Experts with qualifications and relevant experience. ( CVs not required at this stage) Confirmation regarding availability of resources with a summary of qualifications and project experience. The firm shall confirm availability of key personnel/Experts. (No individual CVs are required at this stage ) 3 Financial Capacity The firm shall have a Minimum annual turnover of Rs 15Cr in any one of the last three financial years in technical consultancy services. Audited Financial Reports and CA Certificate for the last three financial years. 4 Legal & Statutory Compliance Firm must be legally registered and compliant with all statutory requirements • Firm registration certificate • PAN • GST registration 5 Non-suspension/Debarment The firm should not be debarred/ suspended for non-performance by Govt. of HP/Govt. of India. Or sanctioned or debarred by the World Bank or multilateral/bilateral agency/ A declaration by the firm confirming as stated. The attention of interested Firms is drawn to paragraphs 3.14, 3.16, and 3.17 of section III of the World Bank’s “ Procurement Regulations for IPF Borrowers ” (February 2025), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with one other firm in the form of a Joint Venture (JV) or a sub-consultancy. However, for evaluation and short listing of REoI, the eligibility criteria of the lead member/ primary consultant shall only be considered. Further details in this regard shall be made available in the RFP document. All firms must meet the eligibility requirements under the World Bank Procurement Regulations, including those related to debarment, sanctions, and conflict of interest. A Consultant will finally be selected in accordance with the Consultant Qualification-based Selection(CQS) method based on the criteria set out in the World Bank’s “ Procurement Regulations for IPF Borrowers ” (February 2025).
