(1) Vendor needs to provide comprehensive compensation and classification study services to the government authority located in York, SC.• Conduct a project kick–off meeting with City management and designated staff to confirm goals, methodology, roles, required data, communication protocols, project milestones, and decision points.• Compensation and classification study, current pay plan, salary schedules, job descriptions, organizational structure, personnel data, compensation policies, and other relevant information supplied by the City.• Assess the current classification and compensation program for internal consistency, ease of administration, market competitiveness, recruitment and retention considerations, and areas requiring update• Review all current job classifications and job descriptions to evaluate appropriate placement, consistency, accuracy, and internalrelationships among positions.• Apply a consistent job–evaluation methodology using factors such as duties and responsibilities, scope and complexity, decision–making authority, supervision, required knowledge, skills and abilities, education, experience, certifications, and working conditions as applicable.• Identify positions that should be reclassified, consolidated, separated, retitled, or otherwise modified, with a clear rationale for each recommended change• Review the City’s current salary structure and compensation practices and identify significant strengths, weaknesses, gaps, and administrative concerns.• Recommend an appropriate and sustainable market position for the City based on organizational goals, recruitment and retention needs, fiscal considerations, and accepted compensation practices.• Provide regular project status updates and present preliminary findings and recommendations to City staff for review before finalization(2) All question must be submitted no later than October 29, 2026.
