(1) Vendor needs to provide SMS and voice multi–factor authentication services.– Provide outbound short message service and automated voice call delivery services (collectively, the messaging service) used to support multi‑factor authentication for agency systems and to support agency‑authorized outbound notifications to end users. – Messaging service will be made available for use by agency–supported systems and operated in accordance with this contract’s specifications, service levels, and statutory requirements.– Usage of outbound authentication messaging has averaged approximately 2.5 million SMS messages and 60,000 voice minutes per month.– provide a fully managed messaging service that delivers outbound SMS messages and automated voice calls required to support the agency multi‑factor authentication processes and other agency‑approved outbound notifications.– Provide a fully documented and supported API that enables agency applications to send SMS and voice messages and shall furnish all technical materials, training, and assistance necessary for agency staff to use and maintain the integration.(2) Non–mandatory pre–bid meeting will be held on September 1, 2026.
