(1) Vendor needs to provide financial advisory services to the government authority located in Sacramento, CA. – Provide financial advisory services in the areas of credit rating management, rating agency relations, and long–term strategic financial planning.• Credit rating advisory services: Provide financial advisory services related to the management of its credit ratings and ongoing relationships with credit rating agencies.– Advising agency on matters affecting its credit ratings and overall credit profile.– Assisting agency in preparing for and participating in meetings, presentations, and conferences calls with credit rating agencies.– Developing and reviewing presentation materials, briefing documents, and other supporting information for rating agency discussions.– Providing strategic recommendations to strengthen and maintain favorable relationships with rating agencies.– Monitoring developments in the municipal finance and credit markets that may affect agency’s credit standing.– Providing other related advisory services as requested by agency staff.• Long–term strategic financial planning: Provide financial advisory services related to long–term strategic financial planning to include the negotiation of engaging in revolving debt or other borrowing options to support agency’s long–term financial objectives.– Providing strategic financial planning and funding analyses.– Evaluating financing alternatives and borrowing strategies.– Advising agency regarding the negotiation, establishment, renewal, or modification of revolving debt facilities, lines of credit, or other financing arrangements.– Providing advisory services regarding the issuance, sale, refinancing, restructuring, or management of certain indebtedness or debt obligations that may be authorized, issued, created, assumed, or otherwise undertaken by agency during the term of the contract.– Providing financial advisory services for certain projects unrelated to the issuance of debt obligations as requested by agency.– Preparing reports, analyses, presentations and recommendations for agency.– Providing other related financial advisory services necessary to support agency’s long–term financial objectives.(2) The contract period will be for five years.
