(1) Vendor needs to provide website and mobile application platform. • Ability for auditors to take photo of recycling cart and select/automatically identify what address the cart belongs to (residential address GIS integration needed)• Mobile app will only show active addresses being tagged for specific routes, so auditor knows the best path and does not scan carts outside of the given route• Ability to customize and add auditing interface to include toggle options e.g. items outside of cart, cart overflowing, damaged cart, multifamily property, multiple carts, tag left. • Automatically identify set out rate based on number of carts audited within a specific route section• Platform should have the ability to integrate into automatically updated ArcGIS REST endpoints that include addresses, route boundaries, service types• Mobile app must be compatible with iOS devices• Ability to opt in for customized mailers or postcards detailing common contaminants and how households can improve their recycling
