PURPOSE General Description: The Bridgeton Board of Education is requesting proposals from companies that provide a supplemental literacy program for Multilingual Learners at the High School level. Scope: We are seeking an organization/company able to provide a systematic blended model program designed to address the needs of our newcomers coded as Transitional Bilingual or High-Intensity ESL. This program will complete our main resources. The program will be offered as an enrichment tool for our recent immigrants. The program must address the New Jersey Learning Standards and provide adaptive features able to provide differentiated instruction to our Multilingual Learners operating at different academic levels. B. SCOPE OF SERVICE Program accelerates English language acquisition and literacy learning. The program must be effective in the “Four Domains of Language”, and emphasize the following components: Reading Comprehension Interpretation Skills Making Connections Writing Phonemic and Phonological Awareness Vocabulary Development Text Fluency The program must be adaptable to meet the needs of the students. Besides the computer software component, programs must provide teachers with the ability to print resources, which would improve differentiated instruction for students functioning on different academic levels. The program must be based on current scientific research, Common Core State Standards, New Jersey Learning Standards. The program must be based on current scientific research and aligned to the WIDA English Standard or any other recognized guidelines.
