(1) Vendor needs to provide water and wastewater SCADA system upgrade service. 1. Project Management– Provide project management, consultant internal review and oversight of work products (QA/QC), scheduling, coordination, and regular communication with agency staff.2. Existing Conditions Assessment– Evaluate current SCADA systems through document review, field investigations, and asset inventory; identify deficiencies, risks, and cybersecurity vulnerabilities.3. Stakeholder Engagement & Needs Assessment – Conduct workshops and interviews to define operational challenges, priorities, and risk–based systemneeds.4. Technology Evaluation and Alternatives Analysis– Evaluate SCADA platforms, PLC/HMI hardware, and communications systems; compare alternative system architectures.5. Future–State Architecture & Standards Development– Define standardized SCADA architecture, including hardware, software, communications, naming conventions, alarm management, cybersecurity, and data management.6. SCADA Master Plan Development– Prepare a comprehensive Master Plan with findings, recommendations, prioritized improvements, implementation roadmap, and planning–level cost estimates.7. Capital Improvement Program (CIP) Development– Develop a multi–year, risk–based CIP with project prioritization, phasing, and budget planning.8. On–Call / Near–Term SCADA Support– Provide task–based support to address immediate system issues, deficiencies, and urgent upgrades during planning.9. Design Support– Provide design services for SCADA upgrades.(2) All the questions must be submitted no later than October 9, 2026.
