(1) Vendor needs to provide city wide master plan service to the government authority located in Mount Clemens, MI. – Provide citywide master plan including economic development, downtown revitalization, and community resilience.– Prepare a master plan that satisfies the planning enabling act, reflects current conditions, and establishes a long–term vision for redevelopment and land use.– Develop the economic development component of the master plan that supports existing businesses, attracts investment, diversifies the tax base, and strengthens longterm economic resilience.– Develop the downtown revitalization component of the master plan focused on redevelopment, placemaking, housing, streetscape and public realm improvements, pedestrian and bicycle connectivity, business vitality, public spaces, riverfront connections, and implementation.– Identify opportunities for adaptive reuse, infill, neighborhood stabilization, corridor revitalization, historic preservation, and strategic investment.– Prioritize actions, identify responsible parties, establish timeframes, identify potential funding sources where appropriate, and provide measurable benchmarks.(2) All the questions must be submitted no later than November 18, 2026.
