Vendor needs to provide enterprise resource planning system. – Provide licensing, implementation, and ongoing support of a cloud–based, Software–as–a–Service(SaaS) Enterprise Resource Planning (ERP) solution.– The selected Vendor will serve as Prime Systems Integrator, replacing agency's current fragmented legacy environment with a single integrated platform serving financial management, capital project lifecycle tracking, procurement, fleet and asset maintenance, contract compliance, insurance and risk management, training, and information technology operations.– The system must support full payroll execution, including biometric time entry, PTO accrual, tax compliance, pension contributions, labor distribution to work orders and projects, and W–2 generation.– Provide end–to–end capital project lifecycle management—planning, funding, design, construction, and closeout—with real–time budget tracking, earned value reporting, and federal compliance.– Automate the procure–to–pay lifecycle including requisition routing, multi–level approvals, 3–way matching, contract compliance tracking, and electronic bidding.– Provide a secure, vendor–facing portal for self–registration, solicitation publication, electronic bid submission, document exchange, and project collaboration with vendors, contractors, consultants, and suppliers.
