(1) Vendor needs to provide employee engagement survey and organizational action planning service to the government authority located in Texas.1. Pre–survey consultation and planning:– Review the agency's organizational structure, strategic goals, previous survey efforts, and specific areas of concern or focus that should be addressed through the engagement survey.– Identify key stakeholder groups and ensure representation across all departments, job classifications, work locations, shift schedules, and employment types (full–time, part–time, seasonal, temporary).– Develop a comprehensive communication and change management strategy to promote survey participation, explain the purpose and confidentiality of the survey, and build trust in the process among employees at all levels.2. Survey design and customization:– Includes both quantitative rating scales (Likert–type scales or similar) and qualitative open–ended questions to capture nuanced feedback and specific suggestions for improvement.– Allows for demographic segmentation and analysis by department, division, job classification, tenure, work location, supervisor/manager, and other relevant categories while maintaining respondent anonymity and confidentiality.3. Survey administration and participation monitoring:– Launch and manage the survey process.– Providing a secure, web–based survey platform that ensures respondent anonymity, data encryption during transmission and storage, and compliance with all applicable data privacy laws, regulations, and industry standards.– Provide and administer survey access solutions that ensure equitable participation opportunities for field–based, operational, and non–desk employees who may have limited access to city computers or email.4. Communication and outreach:– Develop and deliver a communication plan for each survey cycle, including pre–launch, launch, reminder, and closeout communications.– Recommend and implement strategies to maximize participation rates.5. Data analysis and reporting:– Provide a comprehensive executive summary highlighting key findings, trends, strengths, and priority areas.– Translate data into clear, actionable insights and organizational themes to support decision–making.(2) A pre–bid conference will be held on July 15, 2026.(3) All question must be submitted no later than July 17, 2026.(4) A contract period will be for one year.
