(1) Vendor needs to provide on–call planning services to the government authority located in Indianapolis, IN.– Use data to determine routing, frequencies, span, markets, and service concepts.– Use data to determine service area, eligibility policies, integration with fixed–route, service model alternatives, and demand forecasting.– Use data and market analyses to propose micro transit service areas, operating model recommendations, productivity expectations, and integration with fixed–route/paratransit.– Plan and develop engagement activities to gather input and inform decisions, including stakeholder outreach, public meetings, online surveys, and staff and Board workshops.– Assess the fleet and operating cost implications of proposed service scenarios, including estimated annual operating costs, peak vehicle requirements, vehicle type mix, operator staffing needs, and facility impacts.– Implementation phasing plans, resulting bus stop impacts and infrastructure needs, service change communication support, development of public–facing materials, presentations to key decisionmakers.Comprehensive Operational Analysis.– Route modification and restructuring.– Corridor analysis.– Frequency and span analysis.(2) Pre–bid meeting will be held on August 26, 2026.(3) All the questions must be submitted no later than September 3, 2026.
