Request for Bids Small Works (One-Envelope Bidding Process) Country: Republic of Moldova Name of Project: Moldova Rural Connectivity Project Contract Title: Rehabilitation of M1 Road: Romanian border-Leueni-Chiinu-Dubsari-Ucrainian Border, km 0+000 – km 1+000 (BCP Leueni) Loan No. 9672-MD/Credit No. 7538-MD RFB Reference No.: MRCP/W8/01 The Republic of Moldova has received financing from the World Bank toward the cost of the Moldova Rural Connectivity Project and a Grant from European Climate, Infrastructure and Environment Executive Agency (CINEA), and intends to apply part of the proceeds toward payments under the contract for Procurement of Rehabilitation Works of M1 Romanian border-Leueni-Chiinu road, km 0+000 – km 1+000. The “National Road Administration” (NRA) now invites sealed Bids from eligible Bidders for the rehabilitation works under MRCP/W8/01, inclusive of all the necessary road improvement activities such as earthworks, road pavement rehabilitation/widening, repair works to structures, intersections, structures, drainage, incidental and safety facilities, road marking, signing and sidewalks, rearrangement of engineering services, etc. The Scope of Works includes as provided below: Over 14.000 cub.m of Earthworks; Over 1.150 cub.m of asphalt concrete milling to any depth; Over 13.200 square meters of foundation layer mixture of cement stabilized aggregates; Over 2.800 cub.m. of cement concrete for road pavement; Over 1200 linear meters of transversal drain with pipe drain; Over 380 linear meters of guardrail installation; Over 160 linear meters of reinforced concrete barrier (type New Jersey); Over 550 linear meters of galvanized metal fence; Over 30 pcs of signs installation; Over 2.000 square meters of road marking application; Over 400 square meters of sidewalk construction; One police station installation, including ancillary works; Utilities rearrangement as road illumination, communication cables, and underground sewerage. 3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB), Small Works, as specified in the World Bank’s “Procuremen t Regulations for IPF Borrowers - Procurement in Investment Projects Financing; Goods, Works, Non-Consulting and Consulting Services”, revision September 2025 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from National Road Administration and inspect the bidding document during office hours - between 09:00 to 16:00 at the address given below . 5. In order to receive the Bidding documents, any amendments or clarifications to the Bidding Documents, the interested Bidders should register by completing the following Registration: http://files.asd.md/Directia_investitii/Registration_Form_BDs_W8_01_Leuseni.zip Completed Registration Form shall be submitted to Employer’s Project Officer via the email provided below. Registration will be completed when a potential Bidder receives a registration number from the Employer. The potential Bidder may elect on the Registration Form to receive the Bidding Documents, or any amendments or clarifications to the Bidding Documents, in the following manner: free of charge via e-mail on submission of a request at the address below, and free of charge in electronic format at the address below. 6. Bids must be delivered to the address below on or before 10:00 am, November 02, 2026 . Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 10:30 am, November 02, 2026 . 7. All Bids must be accompanied by a Bid-Securing Declaration. 8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 9.
