Reference No.: ZM-MOT-552913-CS-QCBS The Government of the Republic of Zambia (GRZ) has received financing from the World Bank toward the cost of the Zambia Green, Resilient and Transformational Tourism Development Project (GREAT-TDP) and intends to apply part of the proceeds for consulting services. The Ministry of Tourism (MoT), through the Green, Resilient and Transformational Tourism Development Project (GREAT-TDP), intends to engage a qualified consulting firm or consortium of firms to support the development of draft Statutory Instruments (SIs) and operational Guidelines aimed at strengthening the regulatory framework governing protected areas, wildlife resources, forest reserves, and natural heritage sites in Zambia. The assignment forms part of Task 1.2.2: Concession Frameworks and Collaborative Management Partnerships Across Landscapes under Component 1 of the GREAT-TDP. The consultancy seeks to establish a functional regulatory framework that promotes sustainable conservation, enhances private sector participation, supports community engagement, and facilitates nature-based investments in protected landscapes. The Ministry of Tourism, through the Project Implementation Unit (PIU), now invites eligible consulting firms to indicate their interest in providing these services. Interested firms may associate with other firms in the form of a Joint Venture, Consortium, or Sub-consultancy arrangement to enhance their qualifications. Scope of the Assignment The consultancy will include, but not be limited to, the following: Review and analysis of existing legislation, policies, regulations, statutory instruments, and guidelines governing wildlife, forestry, heritage conservation, tourism concessions, and related sectors; Identification of regulatory gaps, overlaps, inconsistencies, and barriers affecting conservation and private sector participation; Stakeholder consultations with government institutions, local communities, traditional leaders, private sector actors, civil society organizations, conservation partners, and development partners; Drafting and refinement of approximately 20–24 Statutory Instruments and Guidelines under the Wildlife Act, forthcoming Wildlife and Protected Areas Act, Forest Act, and National Heritage Conservation Commission Act; Development of legal and operational frameworks for tourism concessions, collaborative management partnerships, community participation, wildlife management, carbon trading, biodiversity credits, and sustainable natural resource utilization; Development of training materials and delivery of Training of Trainers (ToT) programmes to support implementation of the new regulatory framework; Development of communication materials to support awareness and dissemination of the new regulatory instruments; and Provision of recommendations to strengthen inter-agency coordination and management of overlapping land-use interests across protected landscapes. The assignment is expected to be implemented over a period of approximately sixteen (16) months. Eligibility and Submission of Expressions of Interest Interested consulting firms should provide information demonstrating that they possess the required qualifications and relevant experience to perform the services. The Expression of Interest should include: Cover letter expressing interest in undertaking the assignment; Company profile, including legal status, ownership structure, and areas of specialization; Evidence of experience in similar assignments, particularly in legal drafting, policy and regulatory reform, protected area governance, wildlife conservation, forestry, heritage conservation, natural resource management, and public-private partnership frameworks; Details of at least five (5) similar assignments successfully completed within the last ten (10) years, including client references; Demonstration of experience in Zambia and/or Sub-Saharan Africa in natural resource governance and regulatory reform; Description of technical and managerial capacity of the firm; Summary of proposed key experts and their relevant expertise (CVs are not required at this stage); and Contact details including physical address, telephone number, and email address. Shortlisting Criteria The shortlist shall be established based on the following criteria: Core business and years in operation of the consulting firm; Relevant experience in drafting legislation, statutory instruments, regulations, guidelines, and policy frameworks related to wildlife, forestry, conservation, tourism, heritage, natural resources, and environmental management; Experience in implementing similar assignments in Zambia, Africa, or comparable jurisdictions; Technical and managerial capacity of the firm; Availability of a multidisciplinary team with expertise in legal drafting, wildlife management, forestry, conservation planning, heritage management, tourism concessions, natural resource governance, mining, community development, and public-private partnerships.
