EXTRA-78976 - USA (Clearwater, Florida) - Third Party Commissioning Services - Deadline December 8,2026

(1) Vendor needs to provide third party commissioning services to the government authority located in Clearwater, FL.– Serve as the city's independent commissioning advisor and maintain clear separation from design, construction, startup, safety, and authority–having–jurisdiction responsibilities.– Services provided under this contract shall not include professional architectural, engineering, landscape architectural, or registered surveying and mapping services subject to the consultants' competitive negotiation act.– Provide an accountable project manager and qualified discipline specialists for each task order.– Maintain a current commissioning plan, responsibility matrix, schedule, issue log, deliverable register, and budget forecast as required by the task order.– Program planning and procurement support.– Advise on systems to commission, commissioning depth, procurement approach, schedule, budget, acceptance criteria, and testing responsibilities.– Review programming, narratives, drawings, specifications, sequences, points lists, interfaces, maintainability, testability, metering, cybersecurity, resilience, and training requirements.– Coordinate test readiness and verify required startup, flushing, cleaning, pressure testing, calibration, balancing, electrical testing, and controls checkout evidence before functional testing.(2) All questions must be submitted no later than November 28, 2026.
