Vendor needs to provide financial advisory services to the government authority located in California.• Evaluate current and future market conditions for hospitality, retail, entertainment, marina operations, and recreation uses consistent with the parameters.• Prepare financial feasibility analysis including multi–phase pro formats, capital cost estimates, operations and maintenance, dredging and sea–level rise mitigation costs, revenue projections, lifecycle considerations, and sensitivity testing.• Develop a comprehensive plan of finance for a primarily privately funded revitalization, evaluating structures such as ground leases, concession models, project–level non–recourse debt, P3 structures, and phasing strategies.• Conduct due diligence and vetting of developer–proposed investors and equity partners, including assessment of financial capacity, track record, governance, legal standing, and alignment with public–trust obligations.• Provide advisory services to support team selection, negotiations, financial term sheets, and financing readiness.• Support transaction execution including rating strategy (if applicable), offering and marketing materials, city council, investor, and decision–maker presentations, and closing logistics.
