(1) Vendor needs to provide integrated transportation plan update services to the government authority located in Jackson, WY.– Consolidate existing plans, policies, technical studies, and community input into a clear transportation framework.– Validate whether existing goals and priorities remain appropriate and identify blind spots, conflicts, or gaps in previous planning efforts.– Use technical analysis to demonstrate the transportation needs, tradeoffs, and consequences associated with different policy and investment choices.– Identify and evaluate a limited number of priority interventions and project concepts that could meaningfully advance the community's transportation goals.– Prioritize investments based on safety, multimodal mobility, community character, fiscal sustainability, implementation readiness, and other locally established values.– Identify realistic funding strategies that connect funding tools to specific types of transportation investments.– Evaluate governance and institutional approaches needed to implement projects that cross jurisdictional, agency, or geographic boundaries.– Establish an implementation roadmap with clear responsibilities, sequencing, funding needs, and next steps.(2) All the questions must be submitted no later than September 7, 2026.
