(1) Vendor needs to provide fee accounting services to the government authority located in Palatka, FL. – Monthly Bank Statement Reconciliation• Reconcile all agency bank accounts on a monthly basis.• Identify and resolve discrepancies in a timely manner.• Prepare and maintain reconciliation documentation for audit purposes.• Report reconciliation status to agency management monthly.– Financial Statement Preparation (GAAP–Compliant)• Prepare complete monthly financial statements in accordance with Generally Accepted Accounting Principles (GAAP).• Statements shall include, at minimum: Balance Sheet, Statement of Revenues, Expenses and Changes in Net Position, and Statement of Cash Flows.• Statements shall be comparative and include budget–to–actual analysis.– Annual Budget Preparation and Revisions• Prepare agency annual operating budget in collaboration with PHA executive staff.• Present the proposed budget to the Board of Commissioners for review and adoption.• Prepare and submit budget revisions as required throughout the fiscal year.• Ensure the budget reflects applicable HUD program requirements and funding limitations.– Fiscal Year–End Close and Audit Support• Perform all fiscal year–end closing procedures, including adjusting journal entries and account reconciliations.• Coordinate with agency's independent auditor to support the annual single audit, including preparation of schedules, work papers, and responses to auditor inquiries.• Prepare and submit the final audited financial submission upon receipt of the completed audit report.• Assist agency in addressing any audit findings or recommendations related to financial management.(2) All the questions must be submitted no later than October 13, 2026.
