(1) Vendor needs to provide user fee study service to the government authority located in Colusa, CA. • Develop a comprehensive countywide inventory of existing fees, service charges, and other cost–recovery mechanisms.• Evaluate the county's existing level of cost recovery for discretionary services.• Identify opportunities to improve cost recovery while recognizing board policy objectives.• Develop legally defensible fee recommendations supported by documented cost–ofservice analyses.• Create a transparent, fully documented fee model that can be maintained by county staff.• Develop a consolidated countywide master fee schedule and establish a sustainable process for maintaining it through appropriate annual adjustments and periodic comprehensive fee studies.• Provide the board of supervisors with policy options regarding cost recovery and implementation strategies.• Identify opportunities to improve operational efficiency and reduce service delivery costs.• Reduce unnecessary general fund subsidies while preserving the board's discretion to intentionally subsidize services where appropriate.(2) All the questions must be submitted no later than September 23, 2026.
