Request for Information (RFI)RFI Announcement #W911SR–27–R–SCHDTitle: Joint Project Manager Chemical Biological Radiological Nuclear IntegratedEarly Warning (JPM CBRN IEW)Chemical Hazard Detection and Identification Shipboard Systems1.0 DISCLAIMER:This announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources or obtaining information. It does not constitute a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Information on the specific topics of interest is provided in the following sections of this announcement. Neither JPM CBRN IEW nor any other part of the federal government will be responsible for any cost incurred by responders in furnishing this information.2.0 BACKGROUNDThe Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Integration, Information and Early Warning (JPM CBRN IEW) requires a system or systems capable of detecting and/or identifying vapor and/or aerosol chemical hazards as an integrated shipboard installation on US Navy and Coast Guard vessels. This system would be a direct replacement for the currently deployed Improved (Chemical Agent) Point Detection System Lifecycle–Replacement (IPDS–LR) and will integrate into the ships existing communication infrastructure for alarm status and control to the bridge and damage control. The IPDS–LR consists of two detector units (DU) (port and starboard) and two remote displays that control the DUs.3.0 PURPOSEThe purpose of this RFI is to conduct a comprehensive market survey to identify and analyze technologies capable of detecting and/or identifying vapor and/or aerosol chemical hazards for shipboard installation. Proposed solution sets should have a Technology Readiness Level (TRL) of 5 or higher.The Government is highly open to multiple solutions from single sources, orthogonal technologies, novel concepts, or strategic partnering between vendors. Proposed solution sets may address only a portion of the desired operational capabilities. JPM CBRN IEW will analyze all received information papers to assess capabilities and, at its sole discretion, may release follow–on notifications.4.0 TECHNICAL & SYSTEM REQUIREMENTSInterested parties are invited to submit information on technologies that align with the following technical parameters:Hazard Detection Spectrum: Systems must be capable of detecting, classifying, and/or identifying vapors and/or aerosols of:Chemical Warfare Agents (CWAs)Non–Traditional Agents (NTAs)Pharmaceutical Based Agents (PBAs)Shipboard Integration Requirements:System must be capable of operating directly from shipboard power.
