LEGAL-18233 - USA (North Little Rock, Arkansas) - Legal and Title Opinions Services - Deadline November 23,2026

(1) Vendor needs to provide legal and title opinions services to the government authority located in North Little Rock, AR. – The Contractor shall serve as the Agency's counsel on real property acquisition matters, on an as–needed basis and only under a written Task Order.– Title Examination and Title Opinions▪ Examine the record chain of title for each parcel the Agency identifies, for a period of not less than forty (40) years or to a marketable root of title, whichever is longer;▪ Render a signed written title opinion stating record ownership, the estate held, and all liens, judgments, mortgages, tax liens, easements, restrictive covenants, mineral and severed interests, leases, encroachments, and other matters of record affecting the property;▪ State the specific requirements that must be satisfied for NBHS or its designated instrumentality to take marketable title, and identify any matter that would prevent the Agency from using the property for affordable housing;▪ Identify any recorded restriction, reverter, right of first refusal, or option that could affect the Agency's ability to hold, operate, or later dispose of the property;▪ Confirm the legal description, confirm consistency with the tax parcel records of Pulaski County, and flag any discrepancy requiring a survey; and▪ Issue a supplemental or bring–down opinion before closing where the original opinion is more than ninety (90) days old.– Commercial Transaction and Entity Work▪ Review the lender's commitment, loan agreement, note, mortgage, assignment of rents, guaranty, and closing package, and advise the Agency on each provision that conflicts with a HUD requirement, with the Agency's enabling act, or with any declaration of trust or declaration of restrictive covenants affecting the property– Conflicts of Interest(2) All the questions must be submitted no later than November 9, 2026.(3) The contract period will be for one year.
