(1) Vendor needs to provide national fire academy O–305 incident management team course services to the government authority located in Albany, OR.– Enhance regional capability to manage hazardous materials incidents using incident command system and unified command principles.– Strengthening coordination between emergency management, response agencies, and supporting partners during hazardous materials incidents.– Ensure course delivery reflects real–world operational environments and practical application relevant to participating jurisdictions.– Design and facilitate scenario–based training tailored to jurisdiction–specific risks.– Develop the exercise, including all written documentation and evaluation materials.– Curriculum Alignment – Design and facilitate a scenario–based exercise strictly mapped to NFA O–305 learning objectives.– Regional Context – Develop a localized hazardous materials incident specifically tailored to the geographic and industrial profiles of counties.– Strategic Integration – Focus the exercise on multi–agency coordination, the establishment of Unified Command, and the seamless integration of emergency management across both public and private sectors.– Operational Realism – Ensure the scenario mirrors real–world conditions, incorporating regional hazards and existing local response frameworks.(2) RFP/RFI/Bid document has not been included.
