Request for Expressions of Interest (Consulting Services – Selection of Individual Consultant) People’s Republic of China China: Emerging Infectious Diseases Prevention, Preparedness and Response Project – Hainan Province Project (Global “One Health” Hainan Demonstration Project) Loan No.: 9084-CN Procurement No.: 0733-26092482 Assignment Title: Individual Consultant Services (Project Assistant) Contract No.: HN-IC-9 The Government of the People’s Republic of China has received a loan from the World Bank to finance the China: Emerging Infectious Diseases Prevention, Preparedness and Response Project – Hainan Province Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the loan proceeds for the provision of this consulting service. The main scope of services under this assignment (hereinafter referred to as the “Services”) includes: Providing consulting advice on the organization and structuring of One Health data resources; assessing the status of existing data and literature resources; providing recommendations on approaches and methodologies for extracting, organizing, and consolidating information from unstructured materials using AI tools such as large language models; and providing continuous support during the database development process. Providing consulting services for the planning of the One Health Data Management and Knowledge Service Platform; identifying practical requirements for the integration, retrieval, and analysis of large-scale academic literature; and, considering application scenarios of large language models in literature retrieval, question answering, and information integration, providing recommendations on platform functions and application scenarios. Conducting systematic literature reviews and research landscape analyses in key One Health-related research areas according to the Client’s requirements; identifying cutting-edge developments, research hotspots, and existing foundations of work; and providing recommendations on research directions and priority areas. Completing other consulting tasks related to this project as assigned by the Client. This consulting service will engage one Individual Consultant as a Project Assistant. The estimated total input is 18 person-months, and the implementation period of the consulting service is expected to be 18 months (from the date of contract signing until the World Bank loan project closing date of December 31, 2027). The expected commencement date of the consulting service is July 2026. The Terms of Reference (TOR) for this consulting service are attached to this Request for Expressions of Interest. Hainan University (hereinafter referred to as the “Client”) now invites eligible Individual Consultants to express their interest in providing the Services. Interested Individual Consultants should provide relevant documents (Letter of Proposal, Financial Proposal, Curriculum Vitae (CV) of the Individual Consultant (in the format provided in “3. Individual Consultant CV Template”), and supporting documents demonstrating that the Individual Consultant meets the requirements specified in Section VII “Requirements for Individual Consultant” of the TOR, including but not limited to copies of the front and back of the ID card, copies of graduation certificate and degree certificate or equivalent educational qualification certificates, documents proving relevant work experience, Individual Consultant’s Commitment Letter, and a copy of the National College English Test Band 4 (or above) score report) as well as any other documents deemed necessary by the Individual Consultant (if any), to demonstrate that they possess the qualifications and relevant experience required to perform the Services. The specific criteria for the selection of the Individual Consultant are as follows: The Project Assistant shall possess an appropriate level of professional competence, relevant experience in project management, proficiency in office software applications, and strong writing skills. The specific requirements are as follows: (I) Basic Requirements Shall hold the nationality of the People’s Republic of China and be able to work and reside in Haikou City on a full-time basis; Shall comply with the laws and regulations of the People’s Republic of China and have no record of violations of laws or disciplines; Shall have good personal integrity and professional ethics; Shall possess the physical condition and psychological capacity required to perform the duties of the position normally; Shall be born after January 1, 1998; Shall hold a bachelor’s degree in a professional field related to One Health, such as public health, veterinary medicine, zoology, ecology, environmental science, or other relevant disciplines; Shall have the ability to read and write in both Chinese and English, and possess a College English Test Band 4 (CET-4) certificate or above; Shall have practical experience in using AI tools such as large language models to conduct literature reviews, information extraction, text organization, and related tasks; shall understand the limitations of AI tools in scientific research applications (such as verification of content accuracy and traceability of sources); and shall be familiar with basic data organization methods (such as tabular data processing and the use of batch text processing tools). (II) The Individual Consultant shall not fall under any of the following circumstances (The Individual Consultant shall provide a Commitment Letter in the format specified in “4. Individual Consultant Commitment Letter”.) Having been subject to any criminal penalties; Having been dismissed from public employment; Being currently under investigation for violations of laws or disciplines; Having outstanding Party disciplinary or administrative sanctions that have not yet been lifted; Being a conscripted citizen who refuses to perform or evade military service obligations and refuses to make corrections; or being a military service member who refuses to perform duties or deserts for the purpose of evading military service, resulting in dismissal from the military, discharge from military service, or being subject to criminal liability in accordance with the law; Being listed as a dishonest judgment debtor (person subject to enforcement for dishonesty). Interested Individual Consultants shall note the provisions on conflict of interest stipulated in Sections 3.14, 3.16, and 3.17 of Chapter III of the World Bank’s Procurement Regulations for IPF Borrowers (Procurement Regulations for Investment Project Financing Borrowers, November 2020 edition), which set forth the World Bank’s policy on conflicts of interest. The Individual Consultant will be selected through the Open Competitive Selection of Individual Consultants method specified in the Procurement Regulations . The Expressions of Interest (EOI) must be submitted in writing (by designated personnel or by mail) to the address below no later than 17:00 on July 30, 2026 (the deadline for submission of Expressions of Interest). Requirements for Sealing and Number of Copies of EOI Documents: Number of hard copies of the Chinese original EOI document: 1 copy; Number of hard copies of the Chinese duplicate EOI documents: 2 copies. The original and duplicate copies of the EOI documents shall be separately bound and sealed in the same envelope. The inner and outer envelopes shall bear the following additional identification marks: (1) Project Name: China: Emerging Infectious Diseases Prevention, Preparedness and Response Project – Hainan Province Project (Global “One Health” Hainan Demonstration Project); (2) Contract No. and Title: HN-IC-9: Individual Consultant Services (Project Assistant). The Consultant shall also submit, together with the EOI, a complete color scanned copy of the original EOI document in PDF format and one editable electronic copy (Word format), stored on a USB flash drive and separately sealed. In case of any discrepancy between the electronic version and the hard copy version, the Chinese hard copy original EOI document shall prevail. Note: The Consultant shall ensure that the markings on the outer package of the submitted Expression of Interest are consistent with the contents of the Expression of Interest.
