Description
(1) Vendor needs to provide residential transparency pilot program service to the government authority located in Denver, CO. – Data Management & Quality Assurance Project Plans:• The Contractor(s) shall develop and implement a Data Management Plan (DMP) that ensures consistent, accurate, and secure handling of all research data. • The plan shall define protocols for collecting, processing, managing, storing, analyzing, and reporting both qualitative and quantitative data.– Residential Pilot Program Design & Preliminary Research• This task includes developing the program structure, operational and infrastructural requirements, and supporting analyses needed to ensure feasibility and scalability across jurisdictions.– Database Management, Reporting, and Communications:• The Contractor(s) shall provide a database system and a tool that can support the ongoing administration of a region–wide mandatory Residential Pilot Program.• The system must support connections to real estate platforms, municipal databases, and the Home Energy Score (HES) infrastructure.– Program Implementation:• This will include managing day–to–day operations, coordinating assessor activities, supporting participating homeowners, and ensuring all assessments are carried out consistently and in compliance with program requirements.• Education and training: Provide comprehensive outreach and education to relevant stakeholders by identifying key audiences (e.g., realtors, assessors, inspectors, MLS partners, homeowner associations) and deliver clear, accessible educational materials, engagement sessions, and training to support successful implementation of the Residential Transparency Pilot.– Workforce Development, Training & Quality Assurance• This task includes reviewing relevant workforce research to identify applicable sectors and job roles, distinguishing job shortages from skill shortages, assessing upskilling needs and training barriers, and aligning the analysis with the Pilot’s goals.– Research Finalization, Accessibility Compliance, and Results Mapping for Policymaker Review(2) All the questions must be submitted no later than August 17, 2026.(3) Pre–bid meeting will be held on August 5, 2026.
