(1) Vendor needs to provide financial advisory services to the government authority located in Woodlands, TX. – Provide professional services customarily provided by a financial advisor, including, providing verbal and written recommendations and analyses related to the services.– Analyze and evaluate financing alternatives available to the system in light of current market conditions, taking into account borrowing capacity, projected capital and operational needs, policy considerations, and other relevant factors, including the potential fiscal impact of proposed bond issuances on the system’s property tax rate.– Assist the system in preparing and presenting timely and comprehensive information regarding its financial condition, operations, and financing obligations to bond rating agencies in support of maintaining the system.– Recommend a comprehensive plan for the issuance of obligations.– Advise the system on current conditions in the municipal debt market, including trends in interest rates, investor demand, and credit spreads, as well as upcoming bond issuances and other relevant market activity.– Work with bond counsel and disclosure counsel retained by the system to support each transaction, recognizing that such bond and disclosure counsel will prepare the necessary legal proceedings, provide legal advice regarding the steps required to issue the obligations.(2) All the questions must be submitted no later than July 28, 2026.
