(1) Vendor needs to provide regulatory consulting and advisory services to the government authority located in Dover, DE. – Specialized law firm or regulatory advisory firm, to provide and perform professional services to support rulemaking, supervisory program development, examiner training, examiner staff augmentation, and strategic advisory work, all as more fully described.– Provide legal or consulting services covering the following areas:– Supervisory program development of examination manuals, work programs, and supervisory policies for payment stablecoin issuers and digital asset custody.– licensing operations develop licensing, reporting, enforcement, and resolution policies and programs; and provide examination staff augmentation for early licensees.– Strategic analysis and advisory support regulatory benchmarking, market landscape analysis, and stakeholder mapping.– Rulemaking drafting and promulgation of implementing regulations.– Consultants and legal counsel.(2) All the questions must be submitted no later than September 14, 2026.(3) The contract period will be for one year.
