(1) Vendor needs to provide professional planning, community engagement, economic development, implementation strategy, marketing and design consulting services.– Update the existing 2016 Africatown neighbourhood plan into a comprehensive, implementation–oriented master plan– Work closely with the Agency, its agents and other consultants, the Africatown Steering Committee, residents, businesses, community organizations, institutional partners, government agencies, and other stakeholders– Consultant shall carry out a collaborative and culturally responsive planning process and produce an implementation–ready master plan.– Develop and implement a comprehensive, inclusive, and culturally responsive community engagement strategy.– Assess existing facilities, infrastructure, mobility, public realm conditions, open spaces, community assets, and related needs; identify improvements required to achieve plan objectives; and develop conceptual recommendations, design concepts, or project descriptions as appropriate.– Collect and analyze perception data through a combination of methods, including community surveys, interviews with Africatown businesses and key stakeholders, and public meetings.– Identify regulatory, infrastructure, market, ownership, financing, organizational, environmental, and other development barriers that could impede implementation, and recommend practical strategies to address or mitigate those barriers.– Compile all findings and recommendations into a clear, usable, and implementation–ready master plan that can guide future capital projects, public–private partnerships, community initiatives, funding requests, and investment decisions(2) A pre–bid meeting will be held on October 21, 2026.(3) All questions must be submitted no later than October 14, 2026.
