(1) Vendor needs to provide professional geographical information systems includes general GIS support and dataset stewardship; address data reconciliation between the City's CAD and Tyler EPL systems; integration support for GIS–dependent systems including the city on call dispatch public safety CAD platform, Tyler EPL, asset management, and document management systems; ArcGIS Enterprise platform administration and cybersecurity support; and Web GIS application development to the government authority located in Orange, CA.A. ONBOARDING AND PROGRAM SETUP• Reviewing how all City GIS requests are currently submitted and tracked, and identifying any changes needed to the process• Reviewing active and upcoming GIS initiatives across departments• Requesting and receiving the system access needed to perform the work (accounts, server access, workstation setup), consistent with City IT security requirementsB. GENERAL GIS SUPPORT AND DATA STEWARDSHIP• Responding to GIS requests from City departments, including map production, spatial analysis, and standard reporting• Providing GIS support to all City departments,• Proposing a triage approach for requests of varying urgency, along with a method for tracking intake volume and turnaround time acceptable for the CityC. ADDRESS DATA RECONCILIATION (CAD / Enterprise Permitting & Licensing (EPL) BY TYLER TECHNOLOGIES)• Assessing where and why the City's CAD address source and Tyler EPL address source differ, in terms of both structure and data quality• Proposing an approach, including any schema changes, to bring the two sources into alignment and keep them aligned and updated going forward• Carrying out the approved approach, validating results in both systems before anything is moved into productionD. SUPPORTING GIS–DEPENDENT CITY SYSTEMS• Serving as the GIS–side point of contact for the Tyler EPL integration, resolving issues as they arise and proposing enhancements over time• Serving as the GIS–side point of contact for Octave OnCall Dispatch, the City's public safety CAD platform, keeping dispatch–critical datasets current, ensuring map services and locators remain published and functional (including through automated update processes), closing out any items carried over from the platform's initial rollout, and maintaining reference documentation of the integrationE. SERVER AND APPLICATION ADMINISTRATION• Assessing the City's public– and staff–facing GIS mapping applications to identify where existing applications fall short of current needs and recommending enhancements• Proposing new GIS mapping applications where a clear department or public–facing need exists• Providing troubleshooting support when GIS mapping applications are not functioning as expected(2) All question must be submitted no later than August 19, 2026.
