(1) Vendor needs to provide third party community workforce agreement administrator service. • Consultants to provide technical assistance and subject matter expertise to support in establishing an internal administration framework for monitoring of its community workforce Agreement (CWA) and to serve as a third–party CWA Administrator.• Chair Pre–Job Conferences; receive and manage Proposed Trade Assignments and related data, and issue process guidance and timelines.• Monitor, manage, and administer the CWA grievance process, including scheduling, facilities, arbitrator selection from the approved panel, and facilitating timely disposition.• Review Union dispatch denials of Section 3 Workers for good cause and, after consultation, appeal dispatch decisions.• Evaluate, recommend and implement a software tracking system to automate monitoring processes and reporting.• Develop a system for tracking core employee employment formula and requested workers.
