(1) Vendor needs to provide cloud–based enterprise resource planning software. – Provide a modern, cloud–based Software–as–a–Service (SaaS) Enterprise Resource Planning (ERP) solution to support agency’s core business functions. – – Proposed ERP SaaS shall be inclusive of any third–party software, integration platforms, utilities, mobile, and with analytics capabilities. – The ERP software shall support integrated, efficient, and scalable business processes across finance, procurement, human resources and inventory management, while providing a foundation for future expansion into additional enterprise capabilities. • Modernize agency general finance function through the implementation of an integrated, automated, and scalable ERP platform that enhances financial stewardship, transparency, and operational efficiency.• Provide a modern, automated Accounts Receivable (AR) function that improves financial control, transparency, and customer engagement.• Agency envisions a highly automated and efficient Accounts Payable (AP) function that improves automated and streamlined review and processing, strengthens financial controls, and enhances vendor relationships.• Implement a modern, integrated budgeting and financial planning capability that supports enterprise wide budget development, forecasting, and long–term financial planning.• Modernize its procurement function by implementing a comprehensive, transparent, and policy–driven purchasing environment that supports compliance with public sector procurement requirements. • Implement a robust and automated fixed asset management capability that supports the full lifecycle of assets – from acquisition through retirement – while ensuring compliance with public sector accounting standards.•Provide a fully integrated project accounting capability to support the planning, execution, and financial management of capital and operational projects.• Provide grants management capabilities by implementing an integrated solution that supports the full lifecycle of grant funding, from pre–award through closeout.• Modernize its treasury management function by implementing capabilities that provide centralized visibility and control over cash, investments, and financial obligations.• Implement an integrated inventory management capability that improves visibility, control, and accuracy across materials and supplies.• Implement a modern, integrated human resources management capability that supports the full employee lifecycle, including workforce planning, recruitment, onboarding, employee administration, performance management, learning and development, compensation, benefits administration and employee offboarding.(2) All the questions must be submitted no later than July 29, 2026. (3) The contract period will be for five years. (4) Non–mandatory pre–bid meeting will be held on July 24, 2026.
