DEPARTMENT OF AGRARIAN REFORM SUPPORT TO PARCELIZATION OF LANDS FOR INDIVIDUAL TITLING (SPLIT) PROJECT COUNTRY: PHILIPPINES NAME OF PROJECT: Support to Parcelization of Land Individual Titling (SPLIT) Loan No./Credit No./ Grant No.: 9141-PH Assignment Title: Digital Archiving Specialist Reference No.: SPLIT-REF-047-A The Government of the Republic of the Philippines, through the Department of Agrarian Reform (DAR), has received financing from the International Bank for Reconstruction and Development (IBRD), a member of the World Bank Group, toward the cost of the Support to Parcelization of Lands for Individual Titling (SPLIT) Project and intends to apply a portion of the proceeds of the loan to payments for consulting services under this assignment. The Department of Agrarian Reform (DAR) seeks to engage the services of a qualified Digital Archiving Specialist who shall provide expert technical and advisory services in the development and implementation of a comprehensive Digital Archiving Strategy for the SPLIT Project. The Consultant shall undertake assessments of DAR’s existing records and archives management systems, develop standards and procedures for digitization and digital preservation, prepare technical specifications for massive scanning activities, establish indexing and metadata management frameworks, formulate digital archiving policies and procedures aligned with the standards of the National Archives of the Philippines, and develop action and investment plans to support the long-term preservation, accessibility, security, and efficient management of both physical and digital records. The Consultant shall likewise ensure alignment of the digital archiving strategy with the Project’s Electronic Document Management System (e-DMS) and other information systems, while promoting best practices in records management, digital preservation, and information governance. The assignment shall be undertaken for a period of six (6) months , commencing on 01 July 2026 . The Department of Agrarian Reform now invites eligible Individual Consultants to express their interest in providing the Services. Interested Consultants must submit information demonstrating that they possess the required qualifications and relevant experience to perform the Services. The criteria for shortlisting and evaluation shall include the following: Holder of a Bachelor’s Degree or higher in Law, Legal Management, Library Science, Business Administration, Records Management, Information Management, Archives Administration, or any related field; At least five (5) years of relevant professional experience in records management, archiving, digital preservation, or related fields; At least three (3) years of experience in land administration, land records management, or related government records systems; Completion of at least two (2) similar assignments involving digital archiving, records management, digitization, or archival strategy development within the last eight (8) years; Experience with the Department of Agrarian Reform (DAR), Land Registration Authority (LRA), National Archives of the Philippines, or other government agencies involved in records management and land administration shall be considered an advantage.
