ACCT-26617 - USA (Portland, Oregon) - Municipal Advisory and Consulting Services - Deadline October 1,2026

(1) Vendor needs to provide municipal advisory and consulting services to the government authority located in Portland, OR.– Seek financing, the contractor shall be expected to lead and manage the financing process from planning through closing.– Advise on financing alternatives and recommend the debt structure, timing, and terms that best achieve financial and strategic objectives.– Develop the financing schedule, manage transaction workstreams, review financing documents, evaluate pricing and market conditions, and provide independent advice throughout the issuance process.– Provide representation at negotiations and presentations with underwriters, credit rating agencies, bond insurance providers, investment providers, and credit and liquidity facility providers.– Assist and coordinate in the preparation of legal and disclosure documents related to debt issuance as necessary.– Analyze market conditions prior to, during, and subsequent to the sale of bonds.– For bond sales, perform or verify all significant calculations related to bond sizing, yield; and savings, as applicable for the particular financing.– Coordinate and collaborate with the selected underwriting team, bond counsel, disclosure counsel, trustee, paying agent, rating agencies, verification agent, and other transaction participants to ensure the successful execution of the financing.(2) All questions must be submitted no later than September 17, 2026.(3) The contract period will be for three years.
