(1) Vendor needs to provide biosolids transportation and management services to the government authority located in San Diego, CA.• The City seeks to diversify its biosolids management portfolio to include alternative products and distribution into alternative markets through partnerships with one or more contractors.• Diversification may include processing via composting, thermal drying, or an alternative biosolids process, with product distribution into non–bulk agricultural markets, such as soil blending, fertilizer blending, alternative fuels, and nurseries.• The City recognizes that such markets are not traditionally part of municipal biosolids management portfolios, and may require new industry partnerships, requiring innovative or non–conventional contractual arrangements and incentives.(2) The contract period will be for one year.(3) All the questions must be submitted no later than October 15, 2026.
