(1) Vendor needs to provide infrastructure consulting services to the government authority located in New York.1. Civil/Site Development, Utility and Transportation Engineering:– Licensed Professional Engineers (PE) and Registered Professional Land Surveyors (PLS) with experience in large–scale industrial site preparation. – Experience in the planning, design and engineering of transportation system improvements, to include traffic impact analysis 2. Large–Scale Campus Development and Infrastructure Program Management:– Demonstrated experience with industrial campus planning, site analysis, conceptualization, design and development.– Proven track record managing multi–million–dollar public infrastructure portfolios, with specific expertise overseeing right–of–way, pre–construction planning, and active construction monitoring.3. Environmental, Structural and Geotechnical Engineering:– Remediation Design: mitigation engineering of active cleanup systems (like soil vapor extraction) and passive barriers to block vapor intrusion. – Regulatory Permitting: Navigating EPA and state–level voluntary cleanup programs, securing stormwater permits, and recording deed restrictions.4.Building and Utility Demolition Analysis: – Structural engineering feasibility studies, demolition engineering and structural stability plans, and project cost estimation. – Building demising and decommissioning of interconnected industrial campus utility networks. 5. Geospatial Data Science:– Advanced capability in GIS development, geospatial database management, and spatial modeling to support industrial site selection, including experience creating maps and other graphic outputs for marketing and communications purposes. 6. Specialized Semiconductor and Hazardous Pollutant Environmental Expertise:– Mandatory Industry Experience: Verifiable history supporting major semiconductor or high–tech advanced manufacturing projects. – Advanced Modeling Skills: Demonstrated expertise in air dispersion modeling and technical air toxics/HAP risk modeling specific to chemical–intensive manufacturing. (2) The contract period will be for two years. (3) All the questions must be submitted no later than November 16, 2026.
