(1) Vendor needs to provide master utility study service to the government authority located in Etna Green, IN. – The master utility study will provide the technical foundation needed to prioritize future improvements, strengthen long–term system resiliency, and support future infrastructure funding applications.– Comprehensive Master Utility Study that addresses aging infrastructure, improves reliable service delivery, evaluates long–term stormwater management strategies, and supports financial sustainability.– Develop a clear, user–friendly master utility study that supports future engineering design, capital planning, and implementation efforts.– Develop a comprehensive infrastructure assessment.– Provide an overview of the demographic, economic, and community characteristics.– Include page references to major sections of the completed study.– Evaluate long–term stormwater management strategies.– Community engagement summaries and survey results.(2) All the questions must be submitted no later than August 21, 2026.
