Description

Background Collier County is seeking a qualified painting contractor to clean, prepare, and paint the exterior of this set of County-owned above-ground potable water, wastewater, and irrigation quality (IQ) pipes and appurtenances at 7 locations. This set includes 8 wastewater pipes, 2 potable water pipes, and 2 IQ pipes located countywide, many of which cross canals and require specialized access equipment. Scope of Work Surface Preparation: The Contractor shall remove all dirt, rust, scale, splinters, loose particles, disintegrated paint, grease, oil, and any other deleterious materials from all surfaces designated for coating. All surface preparation activities shall be performed in accordance with the selected coatings manufacturer's specifications. The Contractor shall employ containment and protection methods, including but not limited to tarps, screens, collection mats, and runoff controls, to ensure that no debris, wash water, or contaminants enter the underlying canal, stormwater systems, or surrounding work areas. All waste materials generated during preparation shall be collected, contained, and properly disposed of in compliance with federal, state, and local environmental regulations. The Contractor shall maintain continuous environmental protection measures throughout the duration of surface preparation to safeguard adjacent structures, waterways, vegetation, and ground surfaces from contamination or damage. Painting: Apply professional-grade coatings (approved brands include Tnemec, PPG, Sherwin-Williams, or AkzoNobel equivalents) in accordance with manufacturer specifications and the County’s approved color system for each pipe’s individual color specifications: Wastewater: Sherwin-Williams SW4085 Safety Green or equivalent Water: Blue Brute c900 or equivalent IQ: Pantone 522c or equivalent Raw water (IQ): White All paint and undercoating shall be applied in compliance with these Specifications, following the recommendations of the paint manufacturer(s), and to the satisfaction of the County. Color must be confirmed with the project manager before painting. Where minimum coat thickness has not been specified, it shall be as recommended by the manufacturer of the particular paint being applied; however, in no case will the work be approved if the paint does not meet the satisfaction of the County's Representative. All exposed piping and accessories (including but not limited to Fan Guards, Air Release Valves, straps, etc.) shall be painted as specified with the approved paint and color. All painting shall be done by skilled and experienced craftsmen and shall be of the highest quality workmanship. Surface to be painted shall be dry and clean. Paint shall be applied neatly with finished surfaces free of runs, sags, ridges, laps, and brush marks. Each coat shall be applied in a manner that will produce an even film of uniform and proper thickness. Workmanship: Finished surfaces shall be uniform, free of defects (runs, drips, sags), and compliant with County utility standards, which can be accessed at https://www.collier.gov/County-Development/Utility-Resources/Standards-and-Procedures. Quality Assurance: All painting material brought on the job shall be in the original unopened containers bearing the manufacturer's label and shall be mixed or thinned and applied strictly in accordance with the manufacturer's directions. Any painting material brought to the job in open containers shall be rejected. Provide the best quality grade of the various types of coatings as regularly manufactured by approved paint materials manufacturers. Materials not displaying the manufacturer's identification as a standard, best-grade product will not be acceptable. Provide undercoat paint produced by the same manufacturer as the finish coats. Use only thinners (where applicable) approved by the paint manufacturer and use only within recommended limits. Undercoat and finish coat paints shall be compatible. Painting shall be accomplished by experienced painters specializing in industrial painting, familiar with all aspects of surface preparation and applications required for this project. Regardless of any dry film thickness recommended by the manufacturer, all paint must completely cover the surface, to the satisfaction of the Department, in such form that the undersurface does not show through. Protection & Cleanup: All other surfaces shall be protected while painting piping, etc., using suitable cover where necessary. Water shall be protected at all times. Protection of fittings and accessories shall be provided throughout the painting operation. Mask in all areas not to receive paint. Adequately surrounding work area from all damage. Protect nearby property, vehicles, and equipment from overspray; remove debris and materials daily; promptly correct any damage caused by any paint brushed, splattered, spilled, or splashed on any surface not specified to be painted. The Contractor shall perform the work while keeping the project area free from accumulation of debris and rubbish and shall remove all scaffolding, paint cloths, paint, and brushes when completed. Access & Safety: Provide all labor, equipment, and means necessary to safely access and complete work on canal crossings and other elevated locations per applicable OSHA regulations. If any road blockage is required, FDOT MOT Certification will be required. Contractors are encouraged to visit all project locations prior to submitting a bid to verify site conditions, access constraints, and that all proposed equipment and methods are suitable for completing the work safely and effectively. Licensing: Contractor must hold all required occupational/professional licenses. MAINTENANCE OF TRAFFIC (MOT): Roads and pedestrian walk paths shall not be blocked unless necessary in the performance of work. In the event there is a need for a traffic control plan, the Contractor shall be responsible for obtaining all required permits/permissions from the applicable agency having jurisdiction over that area. The Contractor shall be responsible for providing all required signs, other traffic control devices, and flagmen as may be needed by the MOT Plan. All work must be in compliance with the Collier County Right-of-Way Handbook. Schedule & Oversight: Provide a work schedule and complete site-specific scheduled work within 60 days of issuance of Purchase Order. All work and materials must be approved by the County’s Division Representative or designee
