(1) Vendor needs to provide policy development consultant services to the government authority located in Vermont. • Consultants to assist the program with the development and creation of policies and procedures necessary to support the administration and implementation of the program.• Work with the program manager and appropriate program staff to review current practices, identify policy needs, and develop clear, comprehensive, and practical policies and procedures that support program operations and compliance with applicable requirements.• Reviewing existing Lead Hazard Control Program practices, procedures, and documentation;• Identifying policy and procedural needs;• Developing and updating written policies and procedures;• Ensuring policies are clear, consistent, and appropriate for program operations;• Assisting with implementation and organization of the policies; and• Providing recommendations and guidance to program staff as needed.
