(1) Vendor needs to provide operational assessment and strategic capacity review services to the government authority located in Erie, PA.– Evaluate the Authority's overall organizational effectiveness, operational performance, compliance, and organizational capacity to support current operations while positioning the authority for future growth, development, and repositioning initiatives.– Assess organizational structure and staffing.– Consultant shall review all authority operations including:– Housing choice voucher program– Public housing operations– Multifamily housing operations– Organizational assessment– Financial management review– Development capacity assessment– Provide a comprehensive SWOT analysis and strategic recommendations– Strategic assessment(2) A pre–bid meeting will be held on August 26,2026.
